Is it reasonable to increase the cost to produce transportation unless it matches a certain standard, in order to combat transportation’s negative effects on the environment?

To achieve energy sustainablity is it essential to address the existence of greed first, like upturning buried efficiency patents that would increase fuel efficiency ten fold, or producing transportation products based on potential of efficiency rather than the potential for profit.

Until our environment is repaired shall we hold the accountable majority responsible for their actions by enacting profit restrictions? I think all car/oil profits should go to helping solve the environment crisis!
